Skills Pact

What Is the Skills Pact?

The Skills Pact is a European Commission initiative that brings together public and private organizations in the fields of education, training, and workforce development. It is one of the key activities of the European Skills Agenda.

The Pact encourages organizations to work together to develop opportunities for:

• improving existing knowledge and skills,
• acquiring new skills for different jobs,
• adapting to changes in the labor market,
• a smoother transition to a digital and green economy,
• the development of lifelong learning.

Upon joining, organizations commit to promoting a culture of lifelong learning, developing partnerships, monitoring skills needs, and supporting equal opportunities.

Members of the Skills Pact can gain access to expert content, information on funding opportunities, examples of best practices, and opportunities to network with other organizations. They also have access to webinars, workshops, networking events, and support in establishing partnerships.

Why We at Cene Štupar – CILJ Joined the Skills Pact

At the Cene Štupar – CILJ Public Institution, we have been developing and implementing programs in adult education, career counseling, employee training, and the development of digital, entrepreneurial, and other competencies for many years.

We joined the Skills Pact because we want to play an even more active role in developing the knowledge and skills people need to successfully enter the labor market and adapt to change.

Membership allows us to:

• collaboration with educational institutions, companies, and other organizations from various European countries,
• the exchange of knowledge, experience, and best practices,
• monitoring European trends in the field of skills,
• the development of new education and training programs,
• participation in projects and partnerships,
• gathering information about financing options,
• improving the quality of adult education.

Through our participation in the Skills Pact, we aim to contribute to the development of accessible, high-quality lifelong learning. We pay special attention to adults, employees, job seekers, young people, immigrants, and other groups who need additional support in accessing education or entering the labor market.

Our activities under the Pact are also linked to the PILLARS project, in which we are working with European partners to develop knowledge and approaches for planning, managing, and measuring social impacts.

Map of Participating Organizations

The Skills Pact brings together organizations from various European countries and economic sectors. You can use the interactive map to see which organizations are participating in each country.

According to data from the European Commission, in April 2026, the Pact had approximately 4,000 members, and there were 20 large-scale and 22 regional skills partnerships in operation.
